Chapter Five: Operations Documents
Chapter Five introduces Operational Documents as the fifth building block in the Service framework. While the Operations Plan coordinates event-day delivery, Operational Documents translate that coordination into clear, repeatable instructions that enable execution on the ground. Unlike reports, which evaluate performance, these documents guide real-time delivery by clarifying who does what, where, and when, while reducing reliance on verbal communication. In doing so, they preserve institutional knowledge, support onboarding of new or temporary staff, and ensure consistency across teams and venues. The core documents presented on Chapter 5 include Deployment Plans and Shift Plans, which organise positioning and coverage; Deployment Cards, which enable efficient on-the-day allocation; and supporting tools such as FAQs and Key Phrases, which standardise communication and reinforce service performance at the front line.
